Recently, there had been clamors to liberalize the guidelines on the utilization of the Special Education Fund (SEF). Cities maintain that the current guidelines are too restrictive to finance education expenses. The decision to open classes in August 2020 brought out a lot of issues and expenses to support a blended learning approach, such as reliable internet connection, the printing of learning materials, and delivery of modules to houses, to name a few.
To achieve a unified response and to properly articulate our position on the Special Education Fund (SEF), we seek your support and active participation in responding to our survey. The collected responses will be used to analyze the gaps in the utilization of the SEF and explore more options on how cities can finance additional education expenses brought about by the country's COVID-19 crisis.
Please fill-up the online survey at this link: https://bit.ly/LCPSEFSurvey2020 on or before 29 June 2020. The survey contains questions on the education priorities of the city, the detailed allocation of the 2018 and 2019 SEF in different line items such as the MOOE, Capital Outlay, and Personnel Services as well as the challenges and recommendations of cities for the use of SEF.
Please take note that the survey would need detailed amounts so we suggest that it is accomplished by the city accountant or budget officer. It would also be useful to have the SEF budget form from 2017-2019 on hand to input the amounts easily. As the number of cases of COVID-19 cases continues to rise in the country, it is imperative for cities to improve access to testing and ensure quicker turnaround time. As relayed by DOH Undersecretary Rosario Vergeire during our testing webinar last May, one of the most cost-effective strategies for expanding access to testing is through the establishment of modular labs. These are container vans that can be converted into testing laboratories and can be set-up even in far-flung and remote LGUs at a lesser cost than the full-blown molecular laboratories.

MDFO is mandated to provide financing for priority development projects of Local Government Units (LGUs) at lower interest rates. Since 1998, the MDFO has been extending loan assistance to LGUs, including free technical assistance in the preparatory stages of project implementation.

For 2015, the Urban October starts on October 5 in time for the World Habitat Day and ends on October 31 in time for the World Cities Day.
