Recently, there had been clamors to liberalize the guidelines on the utilization of the Special Education Fund (SEF). Cities maintain that the current guidelines are too restrictive to finance education expenses. The decision to open classes in August 2020 brought out a lot of issues and expenses to support a blended learning approach, such as reliable internet connection, the printing of learning materials, and delivery of modules to houses, to name a few.

 

To achieve a unified response and to properly articulate our position on the Special Education Fund (SEF), we seek your support and active participation in responding to our survey. The collected responses will be used to analyze the gaps in the utilization of the SEF and explore more options on how cities can finance additional education expenses brought about by the country's COVID-19 crisis.

The survey contains questions on the education priorities of the city, the detailed allocation of the 2018 and 2019 SEF in different line items such as the MOOE, Capital Outlay, and Personnel Services as well as the challenges and recommendations of cities for the use of SEF.

 

Please take note that the survey would need detailed amounts so we suggest that it is accomplished by the city accountant or budget officer. It would also be useful to have the SEF budget form from 2017-2019 on hand to input the amounts easily.
