Support to the Boy Scout of the Philippines

MEMORANDUM CIRCULAR
NO. 2018-11

TO :    ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, PUNONG BARANGAYS, ARMM REGIONAL GOVERNOR, AND DILG REGIONAL DIRECTORS
SUBJECT :    SUPPORT TO THE BOY SCOUT OF THE PHILIPPINES

The Boy Scouts of the Philippines (BSP), created under Commonwealth Act No. 111 as amended by Presidential Decree No. 460 and Republic Act No. 7278, is an organization that recognizes the vital role of the Filipino youth in nation-building. It helps mold boys and girls into socially-conscious, morally-educated, skill-tested, environmentally-aware and service-oriented citizens and leaders of the country through the Scout Oath and Law, and the various scouting programs, projects and activities in the local, regional, national and international levels. The formation of the youth through the scouting movement is a potent and effective way to address the existing social malady caused by drugs and vices that corrupt many young individuals, especially boys. Scouting also makes the youth active volunteers, community builders, disaster responders and environmental warriors, among others.

Towards this end, and pursuant to Presidential instructions, this Department supports the Scouting Movement, and enjoins all Provincial Governors, City Mayors, Municipal Mayors, Punong Barangays and other concerned officials, to support the Boy Scouts of the Philippines, by way of undertaking the following:

• Provide institutional support and establish a strong partnership and cooperation, with their respective counterpart BSP Regional and Local Councils, for the development of Scouting within their respective areas of operations;
• Become members of, and to promote membership to, the BSP;
• Participate in Scouting programs, projects and activities such as jamborees, trainings, board meetings and conferences;
• Allow the free use of their respective facilities, as appropriate, for the programs, projects and activities of the BSP;
• Sponsor and pay for the membership fees of public school children in their respective areas, or grant financial assistance to their respective counterpart Councils in furtherance of the Scouting Movement which may be chargeable against local funds subject to the availability of funds, or access SK Funds for the implementation of Barangay Scouting Program and other significant Scouting activities under the priority program of President Rodrigo R. Duterte (i.e., anti-illegal drugs, anti-smoking, disaster risk reduction and management, environmental protection); and
• Designate Scouting Coordinator for efficient coordination of Scouting concerns at all levels.
