Local Government is often considered the tier of government 'closest to the people' and is involved in many activities that affect the everyday lives of the community. Records are essential to local government operations as they provide public servants the information needed to direct programs, make decisions, and ensure administrative continuity. Local records are a public trust, a vital informational resource for local government and its citizens, and a significant cultural asset.

The Philippine Records Management Association, Inc., a PHILGEPS accredited supplier, member of the National Committee on Archives, National Commission for Culture and the Arts (NCCA) and the US National Association of Government Archives and Records Administrators advocates recordkeeping as a part of Good Government.
