 Here's a summary of the LGU-relevant updates from the President's 10th report on the Bayanihan Act published on 1 June 2020:

 
🤲 SOCIAL AMELIORATION PROGRAM
• 1,259 LGUs submitted their waitlisted/left-out lists to the DILG. The DSWD is still finalizing a joint memorandum circular for the operationalization of the President's directive to include additional households as beneficiaries of the SAPs.
• 1,984,787 individuals have registered via the Self-Registration module of the ReliefAgad System of the DSWD
 
📦 SOCIAL WELFARE PROGRAMS
• LGUs have provided relief assistance (e.g. food packs, ready-to-eat food, hygiene kits, masks, alcohol, etc.) amounting to PhP 12,078,567,751.14.
• The DSWD continued the implementation of its Supplementary Feeding Program in LGUs of Regions I, VIII, and XII. For other regions, procurement process and other preparatory activities such as orienting LGUs, submission of documents by the LGUs, and delivery of goods for the feeding days are being carried out.
 
🚑 STRENGTHENING THE HEALTH SYSTEM
• The DOH accredited six (6) more COVID-19 testing laboratories for a total of 43 active testing laboratories.
• As of 27 May, there are 81 laboratories being evaluated with eight (8) labs already at Stage 4 of the five-stage process.
• The DOH has turned over the collection and reporting of contact tracing status to the DILG but will still provide technical assistance.
• The DOH retained 134 personnel trained to collect and encode case data deployed to 61 hospitals. The DOH will maintain dedicated technical staff to assist Centers for Health Development in strengthening the contact tracing capacity of LGUs.
• The DOST has started the mass production of their re-useable, washable and re-wearable face masks at the rate of 10,000 masks a week with a goal to increase to 50,000 masks weekly by the end of June.
• The project aims to produce a total of 500,000 masks, half of which will be donated to government frontliners in cooperation with the IATF and the other half for the government’s stock inventory of masks.
 
🧳 SUPPORT TO STRANDED AND RETURNING RESIDENTS
• The DILG issued a memorandum circular enjoining all DILG Regional Offices, the PNP, and concerned local officials to ensure a systematic and coordinated approach in managing the return of OFWs and locally stranded individuals (LSIs) to their respective LGUs.
• As of 28 May, 4,714 OFWs and 11,400 LSIs have been endorsed to the DILG Regional Offices for proper coordination with their respective LGUs.
• DOTr spearheaded the Hatid Estudyante Para Makabalik sa Probinsya Program. As of 28 May, 603 students have benefitted from the initiative.
 
👩‍👧‍👦 PROTECTION OF WOMEN AND CHILDREN
• The Philippine Commission on Women Inter-Agency Council on Violence against Women and their Children is coordinating with the PNP-Women and Children Protection center in monitoring incidents of violence against women (VAW) cases reported at police stations and community precincts.
• VAW statistics are also being collected to determine if there is a significant rise in gender-based violence during the ECQ
• As of 15 May, the PNP recorded a total of 815 cases of violation against women and 554 against children.
 
✏️ EDUCATION
• The Presidential Communications Operations Office and the DepEd are discussing the possible use of IBC-13 for TV-based education as one of the modalities for distance learning.
• The goal is to launch and air DepEd curriculum-based TV programs by the scheduled opening in August 2020.
• The PCOO is also coordinating with the satellite TV industry to explore how TV-based learning could reach all students nationwide.
• DepEd has recommended to proceed with the upcoming school year beginning 24 August 2020 through blended and distance learning modality until physical attendance in school is deemed safe.
• The Basic Education Learning Continuity Plan was developed to ensure educational continuity in this time of crisis while protecting the health, safety, and welfare of learners, teachers, and personnel.
• Printed materials will be distributed to the homes of students; online learning platforms will be made accessible; and TV and radio-based instruction will be used for areas where connectivity and printed materials may be difficult to access.
 
📶 CONNECTIVITY
• The DICT in coordination with the PSA conducted the National ICT Household Survey to determine the ICT connectivity and access in different regions and guide LGUs in their recovery and resiliency strategies.
 
🚜 LIVELIHOOD OPPORTUNITIES
• The DA has prepared a new framework for the proposed Agriculture Stimulus Package.
• Ahon Lahat, Pagkain Sapat Laban sa Covid-19 aims to raise rice production from 87\\% to 93\\%.
• Food logistics/food market plan to provide an effective distribution system so farmers can bring their produce and harvests from trading posts and linking them to big food markets nationwide
• Cash-for-work program to meet the basic food requirements of program beneficiaries and providing temporary employment to agricultural farm workers and Balik Probinsya participants
• The DSWD implemented Livelihood Assistance Grants and will utilize Sustainable Livelihood Program funds.
• The DOST and the Office of the Presidential Adviser on Overseas Filipino Workers will develop a program to assist OFWS and their families in starting technology-based micro or small enterprises
• The DOST provides technology assistance to new investors/investments in new growth areas in support of the Balik Probinsya Program.
• TESDA conducted agri/farm cum production for indigenous people communities in Davao De Oro where IPs were trained in a virtually-monitored agri-farm production training through AGAK Centers. The amount generated from the sales of vegetable farms was directly given to the IP trainees and households.
 
🛡️ COMPLIANCE OF LGUs
• As of 28 May, 78 provinces, 140 cities, 1351 municipalities, and 32,597 barangays have been found compliant with ECQ guidelines.
• 140 barangay officials have been issued a show cause order by the DILG for allegedly violating rules and guidelines enforced by the national government.
• As of 28 May, 67 LGUs (1 province, 57 municipalities and 8 cities) have liquidated PhP 1.308 billion worth of funds. This represents 3.54\\% of total Bayanihan Grants released. The bulk of the amount was used for food assistance and other relief goods for affected households followed by the procurement of hospital equipment and supplies; food, transportation and accommodation expenses of medical personnel; procurement of medicines and vitamins; and PPEs.
• Any unutilized amount from the Bayanihan Grants after the lifting of the State of Calamity shall revert to the National Treasury by the recipient LGUs.
• As conveyed to the various local government leagues, the early/advance release of the Internal Revenue Allotment shares of LGUs will have a significant impact on the national government’s cash position and financing requirements. Revenue collections are expected to be lower due to the extension of deadlines in filing tax returns as well as the effects of the ECQ in Luzon.
