Updates from the June 1, 2020 IATF-EID Briefing:

 

1. IATF-EID RESO NO. 41

• AREAS UNDER GCQ and MGCQ: facebook.com/PHcities/posts/3117600781631953

• RIATFs of NCR and Cebu City are tasked to monitor health system performance, capacity, strict compliance to surveillance, isolation, and treatment protocols.

• Cebu City to submit its detailed plans on zoning for the city and priority barangays

 

2. GCQ

• Vulnerable & minors are under strict home quarantine

• Government services are on full operational capacity following alternative work arrangements

• Transportation Phase 1. Effective June 1 to 21, allowed modes of transportation with limited passenger capacity in Metro Manila only, are the following:

⁃ train and bus augmentation

⁃ taxis and TNVS

⁃ shuttle services (P2P Buses)

⁃ bicycles

⁃ tricycles with LGU clearance/approval

⁃ Provincial buses are not allowed to enter Metro Manila.

• Transportation Phase 2. Effective from June 22 to 30, allowed modes with limited passenger capacity in Metro Manila only, are the following:

⁃ public utility buses

⁃ modern PUVs

⁃ UV Express

• Inter-province / LGU travel

⁃ No travel authority required for those residing and moving within Metro Manila

⁃ No travel authority needed if attending to a medical or family emergencies, if travel is within metro manila, or if travel is within the province

⁃ A travel authority is needed if the movement would involve passage to two provinces or LGU

⁃ Authorized Persons Outside of Residence (APOR) do not need any travel authority provided they possess a company ID or COE.

 

3. MGCQ

• All (100\%) groups and sectors are allowed to go outside but must strictly follow the minimum health standards

• Government services are on full operational capacity, including physical work, but alternative arrangements for workers/employees over 59 years old.

 

4. NATIONAL DEFENSE - SND LORENZANA

• AFP disbursed several vehicles to aid the shortage of transportation seen today with the start of implementation of GCQ in Metro Manila

• MMDA and NCRPO are continuously monitoring the flow of transportation, particularly in national roads in Metro Manila

• Anti-Terrorism Bill was certified as an urgent bill to ensure that the safety of the Filipino people from threats of terrorism.

 

5. INTERIOR AND LOCAL GOVERNMENT - SILG AÑO

• Crime rates (illegal drugs-related) decreased to 59\% during the period of ECQ.

• No Back-riding Policy is strictly implemented even for couples during the period of GCQ.

 

6. HEALTH - USEC. VERGEIRE

• Indicators for DOH to recommend a transition to ECQ or a clustered lockdown will depend on the increase in the doubling time and exhaustion of critical care utilization rate.

 

7. NTF FOR COVID-19 - SEC. GALVEZ

• Zoning or clustering process for areas seen to have an increase of community transmission of COVID-19 is recommended to LGUs to contain further spread.
