City mayors take lead in the review of fiscal provisions of Local Government Code as regional consultations are under way for September 2014. LCP board members agreed the initiative during the 54th National Executive Board (NEB) on August 26, 2014 at the Crowne Plaza, Quezon City. LCP President Mayor Herbert Bautista will lead in the city mayors' review.
LCP is closely coordinating with the Department of Interior and Local Government (DILG) which is spearheading the LGC review. The ongoing review will identify policy gaps that hinder local governments to become more financially transparent and develop amendments.
Moreover, in the NEB meeting, LCP approved to realign its financial management processes and to conform to the standards recommended by the Commission on Audit (COA). As of today, LCP is the only local government league that COA has audited. The LCP’s move also complies with the COA Resolution No. 2011-014 which states that all membership dues for local government leagues is subject to government audit.
LCP also expressed its support to the 2nd International River Summit (IRS) to be held in Marikina City on November 19-21, 2014. Marikina City Mayor Del De Guzman, also the LCP Secretary General, encouraged mayors to participate in the three-day event. Co-organized by the Department of Environment and Natural Resources - River Basin Control Office (DENR-RBCO), the IRS is a biennial event that convenes important river stakeholders.
Banking from the successful project with The Asia Foundation (TAF), LCP endorsed another project that will help cities develop their investment plans to support their implementation of the K-12 or senior high school program. In the coming months, LCP, TAF and the Department of Education (DepEd) will convene pilot cities and develop a knowledge platform to address their K-12 implementation issues and provide solutions.
City mayors also signed a pledge to help fight and stop local tuberculosis (TB) as part of LCP's ongoing commitment to the Cities Combating Tuberculosis (CCTB) Project. The CCTB project is helping cities develop their local ordinances and forming their multistakeholders’ alliance for TB control. A nationwide forum series is being held across the country. The latest forum was held in Mandaue City for the pilot Visayas cities last August 22, 2014.
