1. LGU-RELEVANT UPDATES
✅ Amendments to IATF-EIF Resolution No. 35
On 16 May 2020, provinces, HUCs, and ICCs previously classified as low-risk under Resolution No. 35 shall be placed under GCQ, except Metro Manila, Cebu City, and Laguna which will be under MECQ.
✅ CQ-related appeals from other LGUs have already been received by the IATF-EID Validation Committee.
✅ The DSWD and LGUs are directed to purchase fresh agri-fishery products and rice from the Farmers Coop and Association (FCAs) for their food packs distribution.
✅ LGUs are authorized to procure and utilize FDA-approved antibody test kits following DOH circular No. 2020-184.
2. OTHER UPDATES
✅ Approval of Guidelines on the Implementation of MECQ
✅ To finalize the amendments to the Omnibus Guidelines on CQ and the roles of the following agencies: NTF for COVID-19, National Incident Command, and IATF Secretaries
✅ Land-based and sea-based OFWs shall be allowed to be deployed abroad.
✅ Allowed operation of recruitment and placement agencies in areas under GCQ and MECQ.
✅ Government offices and agencies involved in the processing of OFW deployment are directed to provide green lanes to enable prompt processing and deployment.
✅ Adopted CHED Recommendations for HEIs
Class opening will be based on education delivery mode:
- HEIs using full online education can open anytime.
- HEIs using flexible learning can open anytime.
- HEIs using significant residential mode can open not earlier than 01 September 2020 in areas under GCQ.
- No residential classes until Aug. 31.
Private HEIs are encouraged to change calendar and open in August 2020.
CHED will continue to review conditions and discussions with HEIs.
3. UPDATES FROM THE T3 PROGRAM OF THE NATIONAL GOVERNMENT
✅ Testing capacity: 14,500 tests per day as of 10 May 2020
✅ Laboratories: 28 laboratories as of 12 May 2020
✅ Isolation facilities in Luzon and NCR: 3,000 isolation beds
