1. UPDATED NATIONAL ACTION PLAN

 

▪ PREVENT – national communication campaign

▪ DETECT – test and trace

▪ ISOLATE – (1) quarantine/isolation facilities; (2) self-isolation at home; (3) community protocols for positives

▪ TREAT – (1) self-isolation at home; (2) quarantine facilities; (3) public and public hospitals; (4) central PPE procurement

▪ REINTEGRATE – (1) awareness on possible reinfection; (2) social distancing and safety protocols

▪ ADAPT TO THE NEW NORMAL

 

2. MINIMUM STANDARDS FOR ALL MODES OF CQ

 

SAFETY PROTOCOLS

▪ “No mask, no entry” policy

▪ Frequent sanitation and handwashing

▪ Avoid touching surfaces and face

▪ Stricter protocols for higher-risk occupation, industries, and spaces

 

SAFE DISTANCING

▪ At least 1 meter apart

▪ Reconfigured work spaces

▪ Markers in public spaces

▪ No work if showing symptoms

 

RETURN-TO-WORK PROTOCOLS FOR PRIVATE COMPANIES

▪ Work from home as default; onsite as exception

▪ Private shuttles required for workers

▪ Antibody testing and confirmatory PCR

 

3. PHASED TRANSITION FROM ECQ TO GCQ

 

POPULATION

▪ Phase 1: ECQ – 100\% stay at home

▪ Phase 2: Modified ECQ (MECQ) – 100\% stay at Home

▪ Phase 3: GCQ – stay at home for (a) vulnerable (elderly) and (b) transmitters (youth)

 

GATHERINGS

▪ Phase 1: ECQ – not allowed

▪ Phase 2: MECQ – highly restricted (5 pax maximum)

▪ Phase 3: GCQ – restricted (10 pax maximum)

 

TRAVEL

▪ Phase 1: ECQ – no public transport (no domestic flights; limited international flights)

▪ Phase 2: Modified ECQ – no public transport (no domestic flights; limited international flights); controlled inbound travel for OFWs & returning Filipinos; biking and non-motorized transport encouraged; no inter-island travel

▪ Phase 3: GCQ – public transport with strict safe distancing; inter-island (GCQ to GCQ) with safety protocols.

 

SCHOOLS

▪ Phase 1: ECQ – school premises closed

▪ Phase 2: MECQ – school premised closed

▪ Phase 3: GCQ – skeletal workforce to process requirements from students and prepare for graduation and the next semester

 

GOVERNMENT

▪ Phase 1: ECQ – skeletal onsite; others work from home

▪ Phase 2: MECQ – skeletal onsite, others work from home

▪ Phase 3: GCQ – alternative work arrangements

 

PUBLIC TRANSPORTATION

▪ Disallowed in ECQ & MECQ – rail, bus, jeepney, taxi, TNVS & tricycles (Note: Tricycles subject to exceptions from DILG or LGU guidelines)

▪ Allowed in GCQ – rail, bus, jeepney, taxi, TNVS, tricycle & public shuttle (limited load factor)

 

PRIVATE TRANSPORTATION

▪ Disallowed in ECQ – bicycle, motorcycle & scooter

▪ Personal vehicles – allowed in ECQ & MECQ for personnel in permitted sectors

▪ Allowed in MECQ & GCQ – company shuttle, personal vehicle, bicycle, motorcycle & e-scooter

 

PUBLIC & PRIVATE CONSTRUCTION UNDER MECQ: MONITORING & ENFORCEMENT

▪ DPWH for public projects

▪ LGUs & DOLE for private projects (employee standards)

 

PUBLIC & PRIVATE CONSTRUCTION UNDER MECQ: PRE-DEPLOYMENT

▪ Only 21–59 y.o. without pre-existing health conditions are allowed to work

▪ Workers to be tested before starting to work; testing to be funded by contractors

▪ Workers housed in barracks for project duration, with segregated facilities; initial transport via private shuttle, not public transport

▪ Quarantine passes for onsite employees

 

PUBLIC & PRIVATE CONSTRUCTION UNDER MECQ: DURING DEPLOYMENT

▪ Safe distancing

▪ Daily disinfection

▪ Errands outside the construction site minimized

▪ Mandated quarantine for all personnel returning from outside

▪ Deliveries and disposal handled by separate team

▪ PPEs for all employees

▪ Safety officer to ensure compliance

 

4. AMENDED AREAS UNDER MODIFIED GCQ FROM 16-31 MAY 2020

 

Local chief executives will have the authority to issue their own guidelines in implementing their mode of community quarantine.

 

▪ REGION 1 – Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Dagupan City

▪ REGION 4B – Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan, Puerto Princesa

▪ REGION 5 – Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, Sorsogon, Legazpi City, Naga (CAS)

▪ REGION 6 – Aklan, Antique, Capiz, Guimaras, Iloilo, Negros Occidental, Iloilo City, Bacolod

▪ REGION 8 – Biliran, Eastern Samar, Leyte, Northern Samar, Western Samar, Southern Leyte, Ormoc City, Tacloban

▪ REGION 10 – Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental, Cagayan de Oro

▪ REGION 12 – North Cotabato, South Cotabato, Sarangani, Sultan Kudarat, General Santos

▪ BARMM – Basilan, Lanao del Sur, Maguindanao, Sulu, Tawi-Tawi, Cotabato

 

5. OFWs may process documents via various online platforms in coordination with OWWA, POEA, and DOLE.

 

6. The DOH has corrected data in collating the accurate number of tests, affected individuals, and recoveries. A digital data encoding will be launched by DOH within the month.

 

7. Memorandum on the distribution of the second tranche of SAP will be released within the week.
