A day after the LCP National Elections, the new NEB members wasted no time and held its first meeting on July 20, 2013 at the Crowne Plaza, Quezon City. Presided by LCP National Chairman Mayor Oscar Moreno, the NEB approved the amendment of LCP Constitution. Among other proposed amendments, LCP is seeking exemption from paying 12\\% of the Value Added Tax which is due for non-stock, non-profit organizations like LCP. The NEB created a technical committee composed of mayors to study and propose other amendments subject to the approval of General Assembly.
The Board also approved to develop a position paper on the Sangguniang Kabataan (SK). It is believed that many sectors have called for SK abolition or reform citing cases of under performance and inefficiencies. The SK elections will coincide with the barangay elections on October 2013.
LCP National Treasurer and Zamboanga City Mayor Beng Climaco-Salazar said the abolition of SK shall require legislation and many bills seeking to reform or abolish SK have failed to reach plenary discussions. LCP Secretary-General Mayor Del De Guzman of Marikina City said LCP will solicit individual positions and recommendations on the issue.
The NEB also created a new sectoral representative on housing and resettlement. The Board appointed Iriga City Mayor Ronald Felix Alfelor. Sectoral representatives serve as local champions of their respective issues and propose policy directions in the NEB. There are six sectoral representations – Women, Environment, Millennium Development Goals, Health, Muslim Affairs, and Housing and Resettlement - in the LCP Board.
The NEB also endorsed to the LCP Secretariat to provide an inventory of all good practices of cities for easy references to other cities.
